Abstract

Proyek Pengerukan A memiliki keuntungan dan pengeluaran biaya yang tidak sesuai dengan perencanaan kontraktor. Selama proses pengerukan muncul berbagai macam masalah yang diakibatkan perencanaan yang kurang tepat diawal dan tidak fleksibel selama eksekusi. Menganalisis dan mengukur kinerja bisnis pada saat ini lalu memperbaiki ke keadaan yang diinginkan merupakan salah satu solusi untuk perbaikan dari masalah ini. Pendekatan Maturity Model (MM) digunakan untuk mengukur tingkat kinerja dalam perencanaan proyek dan menentukan perencanaan proyek berada di tingkat MM mana. Dari berbagai macam jenis MM terpilihkan Maturity Model of Lean Project Planning and Control (MMLPPC) dalam penerapan MM di penelitian ini karena MMLPPC memiliki cara sederhana dan efektif dalam menganalisis proses perencanaan proyek. Pengerukan memiliki proses berulang dan sering ditemukan waste activity sehingga pendekatan lean perlu diterapkan. Metode lean yang digunakan dalam penelitian ini adalah WAM dan VALSAT. Tujuan dari penelitian ini adalah untuk mengidentifikasi tingkat Maturity perencanaan proyek pada tahap perencanan yang ada dalam eksekusi proyek lalu meningkatkan tingkatan maturity melalui eliminasi waste yang ada dalam tahap eksekusi, sehingga tingkat Maturity akan naik dan kedepannya proyek pengerukan lebih efisien dan berkembang. Hasil dari penelitian ini ditemukan level maturity perencanaan pengerukan proyek A saat ini berada di level 2.83 pada tahap terstandarisasi, setelah itu dilakukan identifikasi waste activity dan eliminasi penyebab 3 peringkat waste activity: Defect, Motion dan Overproduction untuk menaikan level maturity perencanaan proyek pengerukan. Setelah dilakukan eliminasi waste activity di dapatkan new level maturity perencanaan proyek pengerukan di level 3,18 pada tahap terdefinisikan. Perbaikan proses pengerukan yang didapatkan adalah meminimalisir waktu delay, biaya operasional pengerukan dan meningkatkan kinerja pengerukan.

The Dredging Project A has advantages and disadvantages that are not in accordance with the contractor's planning. During the dredging process, various kinds of problems arise due to improper planning started and inflexible during execution. Analyzing and measuring performance at this time and then correcting what is needed is one solution to fix this problem. The Maturity Model (MM) approach is used to measure the level of project planning and determine which level of project planning at which MM level. Of the various types of MM selected the Maturity Planning and Control Maturity Model (MMLPPC) in the application of MM in this study because MMLPPC has a simple and effective way of analyzing the project planning process. Dredging has a repetitive process and waste activity is often found. The lean methods used in this study are WAM and VALSAT. The purpose of this study is to achieve the Maturity level of project planning in the existing implementation of project implementation which then increases the maturity through eliminating waste that is in implementation, increasing the Maturity level will increase and in the future the dredging project is more efficient and developing. The results of this study found that the level of dredging planning of project A is currently at the level of 2.83 at the standardized level, after which the collection of waste activities and elimination results in 3 ratings of waste activity: Defect, Motion, and Overproduction to increase the maturity level of the dredging project planning. After eliminating the waste activity, a new level is due for dredging project planning at the level of 3.18 at the defined stage. The dredging process improvements obtained are minimizing time delays, dredging operational costs and increasing dredging capabilities.
