Abstract
Pemerintah berperan penting dalam pembangunan, salah satunya dengan melaksanakan fungsi alokasi yang menghasilkan produksi barang dan jasa. Penyediaan jasa publik atau sering disebut layanan publik meliputi banyak hal, salah satunya pelayanan kesehatan. Dengan adanya pelayanan kesehatan, diharapkan derajat kesehatan masyarakat membaik dan berdampak pada peningkatan kualitas hidup masyarakat. Terdapat berbagai bentuk jenis pelayanan kesehatan diantaranya melalui pelayanan rumah sakit. Kinerja pelayanan rumah sakit tentu berdampak terhadap kinerja pembangunan kesehatan dan pada akhirnya mempengaruhi kinerja pembangunan secara keseluruhan. Namun demikian, kinerja rumah sakit sangat ditentukan oleh kinerja pegawai rumah sakit sebagai ujung tombak pemberi pelayanan kesehatan masyarakat. Penelitian ini mengidentifikasi faktor apa saja yang mempengaruhi kinerja pegawai pelayanan publik dengan studi kasus pada Rumah Sakit Umum Daerah Sidoarjo Barat khususnya pada unit rawat inap. Unit rawat inap dipilih karena menjadi salah satu penentu utama kinerja rumah sakit yang meliputi pelayanan observasi, diagnosis, terapi, rehabilitasi medik dan penunjang. Penelitian ini menggunakan metode kualitatif untuk mengungkap fakta lebih mendalam di lapangan tentang hal apa saja yang dapat mempengaruhi kinerja pegawai perawat rawat inap dalam pelayanan publik di RSUD Sidoarjo barat mulai dari tugas, tanggung jawab, karakteristik hingga budaya organisasi. Penghimpunan data pada penelitian ini menggunakan cara observasi langsung di lapangan, dokumentasi hingga wawancara pihak terkait yaitu pegawai perawat serta beberapa pimpinan yang berhubungan langsung dengan perawat rawat inap. Penelitian ini mengidentifikasi setidaknya ada 4 hal yang dapat mempengaruhi kinerja pegawai perawat rawat inap dari RSUD Sidoarjo barat yaitu kompetensi, kelengkapan sarana prasarana, gaji/insentif serta kerja sama antar rekan kerja.

The government plays an important role in development, one of which is by carrying out the allocation function which results in the production of goods and services. Provision of services or often called public services includes many things, one of which is health services. With the existence of health services, it is hoped that the degree of public health will improve and have an impact on improving the quality of life of the community. There are various types of health services, including through hospital services. The performance of hospital services certainly has an impact on the performance of health development and ultimately affects the performance of development as a whole. However, hospital performance is largely determined by the performance of hospital employees as the spearhead of providing public health services. This study identifies what influences the performance of public service employees with case studies at the West Sidoarjo Regional General Hospital, especially in the inpatient unit. The inpatient unit was chosen because it is one of the main determinants of hospital performance in terms of observation, diagnosis, therapy, medical rehabilitation and support services. This study uses qualitative methods to reveal more in-depth facts in the field about what can affect the performance of inpatient nurse employees in public services at Sidoarjo Barat Hospital starting from duties, responsibilities, characteristics to organizational culture. Collecting data in this study used direct observation in the field, documentation and interviews with related parties, namely nursing staff and several leaders who have direct contact with inpatient nurses. This study identified at least 4 things that could affect the performance of inpatient nurses at Sidoarjo Barat Hospital, namely competence, completeness of infrastructure, salary/incentives and cooperation between colleagues.
